Resolution: Invalid
Xerces-J's distribution doesn't come with any translated messages. If you look inside the xercesImpl.jar of any release from Apache you'll find that there are only English messages in there. You must have been using XML4J (though I can't seem to reproduce this problem with it). At any rate there's nothing that can be done in Apache to address this.
