(much) faster schema compiling

Hi,

I figured out a way to speed up schema 'compiling'
(e.g. by the SchemaFactory.newSchema(...) methods)
by a factor of 15-20. It involved rewriting the
class org.apache.xerces.impl.dtd.models.CMStateSet.

I'd like to contribute the new version of that class.
What do I do? I guess I could create a patch in diff
format, but does that make sense for a whole class?
